To help your other firefighters, just have him share his extra action points. The rescue dog, on the other hand, has a limited number of things it can do. But since it has more action points, use them wisely for important tasks. Remember, don't overuse the dog's actions as they are limited. There's no special maintenance for these characters in the game, just keep strategizing how to best use their unique abilities.
