Each player controls a fantastical race to build the city of Gloomhaven and gain influence. It's a standalone game in the same universe as Gloomhaven, set hundreds of years before with the original city construction. In the game, players use action cards to place resource buildings on the city map. They create advanced resources from these and deliver them to proposed building sites for prestige. But players can't do everything alone as they can import only a few resource types based on their race, so they need to cooperate. There's also an auction mechanism where players vote to decide new building proposals and their locations, and can add their gathered influence to strengthen their votes.
