To play 51st State Ultimate Edition, first, choose one of the four powers - mutants, traders, New Yorkers, or Appalachians. Shuffle the cards and set up the game board according to the instructions in the core game or expansion. Put new locations into the game, hire leaders, and send your people to work in buildings to gain resources and skills. When using cards, you can invade a location for a one - time resource gain, sign a contract for a continuous resource, or attach the location to your state for special skills. Pay attention to the rules of each expansion as they may add new mechanics. Keep the cards in a dry and cool place to prevent damage.
