You're part of a secret society, betting on the war's outcome and pulling strings to win. It's a game full of deep strategy, hidden agendas, and changing loyalties. Start with five loyalty tokens, each for one of the five empires, and bet randomly. Your main goal is to have the empires you're loyal to control the most cities when the game ends. The gameplay has four phases: Deploy agents phase - Players take turns clockwise to deploy agents to empire council positions like Sheriff, Steward, Marshall, and Chancellor. Empire turns phase - Each council position takes an action, and you can play acquired cards. Cleanup phase - Move the turn marker and discard cards to a hand limit of five. Swap phase - You can swap two unrevealed loyalty tokens, but both must be revealed. The game repeats these phases four times. When the turn track fills, the game ends, and scoring begins.
