The City Council has approved a zoning map for a new urban development called The Estates, with high - end infrastructure and a modern vibe. Six real estate investment firms got big loans to develop this area. The plan was for two rows of four buildings between the River and Main Street, and the meadows across the river as a recreational area. But investors and building tycoons, eyeing bigger profits, ignored the Council's plan and started building three rows. The Mayor also got involved, planning a mansion to double the value of one row. With some shady permits, building started beyond the designated zone. However, the Council issued an ultimatum: once the first two rows are done, the incomplete row will be torn down, causing losses for investors there. In this game, players are investors trying to make the most money. They bid for building pieces and place them strategically in The Estates. Completed rows of buildings score positive points, while incomplete rows score negative points. A game lasts about 40 minutes and can be played in multiple rounds to experience a changing economy.
