In a post - apocalyptic world where the United States has collapsed, 30 years after the war, new powers are vying for control. 51st State is a card game where players lead one of four powers to build a new country. You can put new locations into play, hire leaders, and send people to work in buildings to get resources and skills. Each card in the game can be used in three ways: Raze a location for a one - time resource boost, deal with it for a steady resource each turn, or build it to use its skill every turn. The 51st State Master Set revives the 51st State line. It includes 88 cards from the original base game, and 50 cards each from the New Era and Winter expansions. How to use: First, set up the game by shuffling the cards according to whether you're using the base game or adding an expansion. Each player chooses one of the four powers. Then start the game. Put new locations into play, hire leaders, and send people to work in buildings to gain resources and skills. You can use each card in three different ways: raze a location for a big resource gain at once, deal with a location for a resource every turn, or build it to use its skill each turn. Note: You can only mix one of the expansions (New Era or Winter) with the base game cards, not both at the same time. Maintenance: Keep the cards in a dry and cool place to prevent damage.
